Foundry Agent Rule - No Invisible Agency

Nothing invisible gets agency.

Any tool, courier, script, or agent that participates in CTE must operate through plain files, plain dates, plain logs, and human-visible handoff.

No hidden permissions. No silent sync. No mystery access. No unreviewed edits. No soft door into the vault. No "it probably only touched the test folder."

Flynn may gather and summarize. Erised may reflect and check continuity. The human approves action.
